Sounds like snake oil to me.  If such a thing existed, why would
industry be wasting time and money with bulky traditional EMI filters
and bypass caps?

Perhaps it is RFI absorbing in the sense that it _attracts_ RFI, like an
antenna?  In the words of P.T. Barnum, There's one born every minute.
