Over relaxation is a refinement to the basic averaging-of-cells
process, in which you adjust each cell value by more than the
amount required to meet the average of its neighbours.  This
can be used in the early stages of relaxation to accelerate
the initial convergence.

Yes, that's it exactly.

Relaxation has its limitations.  It is slow to converge, even
if you use a multi-layer grid of cells and tricks like over-
relaxation, and it is hard to apply in the absence of a
convenient outer boundary.
