Fancy name for an artificial ground plane.  Rather than have your coil sit 
on the "ground" and hook it to a "ground rod" to electrically connect it, 
you sit your coil on a conductive sheet (artificial ground).  Most of the 
electric field "connects" to the ground within a circle of radius=height of 
the top of the coil (total height, not length of secondary) above the 
ground plane.
