Gerry,

This is probably true.  You'd probably have to use a 16" diameter
form to get plenty of inductance without as many turns.  My guess
is that such a design would not outperform the 8" dia with 1400 turns,
perhaps due to the large self-capacitance of the large diameter form,
relative to the toroid capacitance.
