SSTCs typically don't use a resonant primary tank circuit.  Therefore, there
is no need to match primary coil impedance for proper operation.
However, there are times when primary impedance comes into play.  For high
power SSTCs, you want a very low impedance to maximize current
into the primary coil and therefore maximize output arc.  Also, there are a
few who design resonant tank circuits to work with the secondary, but i have
not
been following their work to closely to comment on.

But, for standard operation, there is no need to match primary inductance to
anything.  Typically for audio modulation, 10-15 turns will work fine.
