Thanks for all of the replies.  This is the answer I got from the seller

"Coil is oil filled.
It is few kHz pulsating DC. It is schematic inside. After you buy you can
analyze froim schematic. "

Not a lot of info there.  If anyone buys one, please post the schematic
somewhere for all of us to see.  It is apparently NOT a Tesla coil.
