Transformer Erms = 15 kV

Then, 15 kV x 2.5 = 37.5 kV (for AC rating)

then, 37.5 kV / 2 kV (0.15 units) = 18.75 or round to just 18 caps per
string

You probably could use only 16 units but that's not good engineering and it
only costs $3 per cap, so why take a chance.
