I doubt insulation would have any signficant effect, and it would create
thermal problems.  It's a problem as is.  In summer, when air temperatures
rise and load is highest (making resitive heating great), the lines droop
noticeably.  Several years ago, in August, a line in northern California
(where it's actually quite a bit hotter) sagged enough under load to
flashover to a tree, blacking out all the Los Angeles area for a number of
hours.
