Static spark gaps _always_ work like this. They have a kind of chaotic behaviour. If you want the coil to run smoothly with exactly 120 equal-sized discharges per second then you need a synchronous rotary spark gap. There is a huge amount of information on the net and in the Pupman archives about how to make and adjust a SRSG.

They do seem to give better performance, but that is probably just because the SRSG lets you use a larger tank capacitor than any other kind of gap, while still charging it to a high voltage.
