Says WHO?

Evidence?

I vaguely recall a number more like 1000uF, but I don't see it in books in
my collection.

Lets try calculating:

 Area / Platespacing * 8.9e-12 = farads

 4 * PI * 6,400,000^2 / 100,000 * 8.9e-12 = 46,000 uF

To get 250,000uF the insulating part of the atmosphere would have to be
only 12 miles thick.
