Detect 11 nanoamperes? No sweat. Old Keithley Picoammeters are still
very common. They measure coulombs also. SQUIDs even go much lower. There is a good experiment in what you post. Maybe you could do the
experiment and post your results.

Detecting 11 nA may be possible. Detecting the field produced by 11nA might be a bit more challenging.

One could do it this way.

Set up an electrostatically shielded coil with many turns of wire so that it cuts the magnetic field produced by the current.
Repetitively move the ball past the wire and average. Maybe a pendulumn sort of arrangement?
The measurement is going to extract some of the energy out of the system.
