NST filter resistors

It has been said 50W for 30maNST's and 100W for 60maNST's. But is it alright to use 25W for 30ma, if your runs times are very short.

for example, using .5W resistors where 5W's are needed. All that happens is they get hot MUCH faster.

SO, will it be fine to use the 25W for my 12KV 30maNST filter, as long as they dont get too hot?
