No, not a "valid" test.

With the toroid grounded, both ends of the coil are grounded. The entire coil at that point is a giant grounded cylinder. It might be fun for giggles, but won't help identify the problem.

    Could this be static charge buildup?
    Would running with the top terminal grounded be a valid test?
