that's usually OK.  With such a setup, it's sometimes
necessary to raise the secondary some to prevent racing
sparks.  However the degree of coupling which can be
tolerated on a given coil
depends on the power level.  This is one of the reasons
that the physical size of a tesla coil must match the power
input level to some degree.

Generally I dislike the idea of removing turns from the bottom
of the secondary unless the coil is abnormally tall and
narrow to begin with.  A coil that is for example 4" dia
x 23" tall is OK.  It is not too tall and narrow.
