I see many things with that plan that differ from what's considered the
state of the art.  RFC's won't help and may make matters worse as far as
protecting the NST.  The positions of the cap and gap should be
reversed.  A home made cap for a 15kV NST will fail in short order if
made the way it described.  Setting the spark gap arbitrarily can toast
your NST and needs to be set with care.  My web site discusses these

That looked like a very poor design to me and the performance claimed was pitiful! Looked like something out a 1920's magazine for kids. No mention at all of adjustments or tuning and the specs on the primary and secondary turns are vague at best. I think anyone building a coil of those dimensions and driving it with a 9 kV 30 ma transformer would have done a pretty poor job if he couldn't get 18" or longer streamers.
