Why does the voltage have to be so high?

16kV should only need 16 x SQRT(2) = ~23kV
I am thinking a 12 long by 7 wide array of 150nF 2kV caps would work.
That would be 24kV at 95 amps RMS and 3000 amps peak. If the
voltage goes higher buy say 50%, the MMC caps don't care.
