Bart,

It's not really easy to get power arcing.  As long as the ballast
is proper, the power is not really too high, the rotary spins fast
enough, the cap is not too small, etc, power arcing won't occur.
One way to get power arcing on a rotary is to use a small
capacitor and no ballast at all, (ho ho).
