Well I already ordered a 2000 ft spool of #24awg wire, I need it for other things as well, and I don't mind winding another coil.

I'm thinking it might be a bit better because its less resistance, and near the 1k turn mark where everyone says they have good results.

Your 28 AWG will work fine.  I usually use 30 AWG for a 4 inch dia.
coil with a 30 mA power source.  Only a few inches different in spark length.
