You'd probably have to run the tank under oil, though
you'd have to "daylight" the gap somehow. As to the
cap, how about ten Maxwell 30 nF 35 kV caps in series,
for a rated 3 nF 350 kV:

for 33.75 Joules per bang at 150 kV.
