yes, but driven is the key word.  if an oscillator is driven by a cw signal it will acheive, with resistance destroyed, any voltage.  if there is resistance the max voltage is Q * Vin.  if by resonate rise you acheive high voltage the next limiter is simple breakout (which someone mentioned earlier).
what is interesting is the transformer can work by two principles one is "resonate rise" as the continously driven loosely coupled oscillator; and the other is the pulse forming circuit where the maximum voltage is given by the product of the "voltage parameter" and the square root of the ratio of the secondary and primary inductances (or the ratio of the primary and secondary capacities).
