The cheapest way I have found is to buy bags of 100 1/4 watt resistors for
$1 per bag from Jameco.  Determine the max voltage across each cap and
allocate enough resistors in series so each resistor has no more than about
400 volts across it.  Thus for 2KV per cap, use 5 resistors in series across
each cap.

To determine resistor values, use power = V*V/R and solve for R with power
set to 0.2 watt.  For example, for 400 volts across a single resistor, R
would be 800K, so order 820K resistors.

Yes, this takes more soldering, but it is cheaper than buying special high
voltage resistors.

I'd like to ask a question and find out what the common consensus is
regarding bleeder resistors. What does the group recommend for bleeder
resistors on an MMC bank? 1/2 watt, 5 watt, 1 meg, 10 meg etc.??
