Hi Matt.
Strange indeed, I offer two guesses.

1.  You have a half short somewhere, that is only making connection when
the HV side is fed off the LV (the way it should be) and not making
connection during the scaled up trials?

2.  the DC resistance of the HV windings is eating your power by
restricting input current too much. (shouldn't really make a difference
should it?

I've never tried a test like you are mentioning, these are uneducated
guesses, just something to think about.  I would check for a half short
though, these are very common in rusty old OBITs, and often an OBIT will
run apparently normally with a half short (I test them by drawing arcs
from both HV terminals to ground, arcing the terminals together will yield
an orange flame, but arcing to ground only works with a good OBIT).  I
hope you figure it out.
