To be safe, do that the other way around. Connect an _insulated_ wire to  the 
case FIRST, and then try to draw an arc from each terminal. Slowly bring  
that 'grounded' wire near each terminal and note about how far away it is  when 
the arc first starts. Then slowly increase the distance and note  how far the 
arc will go before it goes out. The two terminals should be  equal, with the 
arc starting at about 1/4" to 1/2" and widening to an inch or  more as you 
"draw" the wire away from the terminal. That's how you safely  "draw" an arc.
