For a quick reply slightly OT, I'd bet $$$ it's a Van deGraaff generator. The equipotential rings and belt are a dead give-a-way :)

Obvious once you point it out - one other detail.  The things that appear
to be a secondary winding are actually voltage gradient control rings
used to equalize the voltage across different segments of the column.
Probably have some highly resistive material between each one.  This must
be a device designed to power some sort of accelerator - wonder what
type?

pulley on the end of the large motor at the base of this device.

 Smithsonian Inst in DC had a hugish 'real lab' vdG.
 Accompanying text mentioned that van de Graaff developed
 his design as 'an easier to control' alternative to
 Tesla type HV supplies.   As to which machine: pix have
 dates, dunno who, but there must be life issues/microfilmed
 somewhere.
