I have observed this process you described below in a biphase series
rotary gap that I built for a small magnifier.  The gap "preionizes" from
the high voltage (main) electrodes toward the center of the series
rotating gap assemblies, until electrode alignment is sufficient to
induce a cascade breakdown.  In fact, if perpendicular air blast through
electrodes is set too high, the gap will not "fire" at all, however a 
low level corona can be seen at the high voltage electrodes.  Too
much air blast removes ion carriers as they are created, and reduces
probability of successful breakdown.
