Hey Christopher...

At first thought I would not try it... things that come to mind as potential problems are...

1. snow is water and its conductive  just how insulated is your primary??
2. your thoughts on the wet secondary and racing sparks seems quite plausible, more likely to happen than not 3. Ionizing snowflakes with streamers hasn't been tested thoroughly and the potential for increased Global Warming could occur with terrible long term effects ;)
