Put 120V across the HV winding. Measure the low voltage winding with a 
multimeter. Divide the high voltage (120V) by the low voltage to determine 
the turns ratio. Approximately 26 to 1 for 7200 to 277. 45 to 1 for 12470 to 
277. 
12470 is a Delta voltage, used for three phase transformers.
