Why not make a little spark gap driven tesla coil, sure they
may be a bit less efficient and 
alot louder, but they're dirt cheap and real easy to make...
(plus you don't have to find specialized driver chips for
it) also, you could build a 555 based flyback transformer
power 
supply to run it...
