[TCML] ground fault circuit breaker

 hello
i have a 15/30 that looks to have a ground fault circuit breaker.
it has a red switch that i think is momentary> if it is gfc can i
short it to get rid of it or is there a way of getting around it?
i got 2 for free yesterday but only one has this setup. everyone always recommends not having one like this. 
i would appreciate your experience>                                                                      THANKS
