Petroleum-based solvents work best for this.  I used kerosene when I
depotted NSTs.  I would suggest using the same method that Jay Haddock
mentioned.  Put the transformers in the freezer and then use a hammer and
chisel to chip away the asphalt.  If the windings are brittle enough to
break while you're chiseling away the asphalt then you probably don't want
anything to do with the transformer anyways.  After you chisel away the
asphalt dunk the transformer in a tank of kerosene and start scrubbing.  For
best results let the transformer sit in the kerosene for a few days.  It's
not really important that you remove all the asphalt,   By the way, it's
best to do this outdoors, and away from anything you care about.  You'll
want to wear old clothes as well, as asphalt doesn't easily come off shirts,
pants, etc.
