Neon sign transformers are generally preferred over OBITS (oil burner
ignition transformers) but if you can't get hold of a free NST, you
could try hitting a local plumbing and heating shop and ask if they
have any free OBITS. I've been given countless OBITS from local
plumbing shops. They are generally 10kV @15-25mA and would work well
for a first coil.
