I have been loosely following this thread, and would like to offer my 2 cents:

Ted, I think you are on the right track.

Most of the secondary inductance is coupled to the primary inductance, and therefore kept under stiff control by connection the low Z mains . What needs to be measured is the leakage inductance referred to the secondary side. This leakage inductance is "free on the market" to swing with whatever capacitance available to it.

Like I said, my 2 cents.

I believe my technique is validly measuring the series output inductance of
an operating MOT as an external voltage generator can replace the one
provided when the Xfrmr is operating. Have I missed something in my thinking
??. I will try the same measurement with an AC excitation of about 1kv to
bring the xfrmr closer to normal operating conditions but I expect this will
lower further the Xl value as saturation impacts
