Most likely not, just as lightning hitting the water, the fish in just that small area ( about 10' radius) are affected ( mainly by percussive forces and heating at the strike point).

If you feel you need to be really sure that you wont cause any concerns, get a small anchor attached to a chain ( swing set chain comes to mind) and hook up your RF to that, Secure the chain to the tower so it wont sink the coil ;)~...
