I use a hot air gun which only affects the top layer of potting tar. I've never had a failure in a transformer with cracks but it seems like a good idea to eliminate them. I've also used the hot air gun to melt out enough tar to get at the inside of a broken HV bushing so I could replace it with a home made one.
