I understand the basic premise - that adjusting the top/middle pipe adjusts the two intervening gaps, but I can't imagine an easy way to build this - how to suspend the middle pipe such that the moving it stays parallel to the lower pipes in both vertical and horizontal axes.  For simple, low-powered gaps, I've always just had two parallel pipes side by side on a piece of G10, with screws/bolts and slotted holes in the G10 to the pipes.  At least the pipes remain parallel in the vertical plane as I slide one of the pipes.  Is there a photo you can cite?

A gap like this would be easy to make.

Start with a slab of insulant, then fix 2 cylinders to it, and a block to the right, that is high enough. On the block, you mount 2 pieces of thin insulant, 1/8mm would be fine. Uncoppered PCB-material even better. Between these 2 thin sheets are blocks each end.
The 3rd cylindrical electrode is fixed to these 2 thin members.
The 2 shets will form a parallellogram, which, if long enough, will displace the top electrode in an almost straight line downwards.

Isn`t it funny that I had to dig out an ASCII art package to communicate this idea related to a classical tesla coil. I`m getting nostalgic here.
