It will "work", just not as well. Think of a tuning capacitor, where the "effective size" is changed by moving one plate out from alignment under the other. Think of the topload as one plate and the counterpoise as the other- making it long and skinny takes some of its area out of the most intense part of the field.

ALso, the whole point of a counterpoise, typically, is to give a "preferred route" for the RF current flowing in the secondary. Since the field from the topload is more or less symmetrical, having the counterpoise more or less symmetrical helps.

But, hey, it's a guideline, try it and see.
