I thought that the law was clear on that .... the one who makes the mess is ultimately responsible no mater how far the corporate thread travels.  I new property owner owns the property and not the mess.  They can't do anything until the mess is cleaned-up, and they can clean-up the mess, but not culpable for new damages.  Correct me if I'm wrong.

Agfa exists, and not degree of bankruptcy or reorganization can protect them from their responsibility.  Don't know if they maintain a US office.  The may want to work with someone to get rid of the property for nothing in exchange of minimizing media exposure.

Congressional rep. or senator onboard?

Claiming their problem is affecting the water aquifer of local waterway usually gets their attention.  We have a super excellent hazardous waste person who knows exactly how to get the attention of corporations and governments, and would probably recognize the historical importance of the site.  His name is Walter Hang and his company name is called "Toxic Targeting" ..... a good name for what he does.

The fact that a 501(c) already exists and has already done so much helps quite a bit.
