There are pictures of Poulson's lab showing a TC discharging so at least 
he did it.  Should be perfectly possible and at very high powers IF 
someone wanted to go to the trouble of building the arc and getting it 
running.  Very much more work than a VTTC but of course in Pulson's day 
there weren't any VT's.
