I'm sure it has been mentioned before, but why not use a vehicle inner tube as a mould. The only disadvantage that I can see is after you have cut off the tube, you would need to glue in a centre disc which wouldn't be as strong as in Phil's design
.
In the UK, the cheapest source of aerosol expanding foam that I have found is Toolstation
