What kind of pipe is the cap rolled in?  White PVC? or something else?

Pale yellow is, as noted by others, the color of typical insulating oil, but that's just because they don't refine it as much as medicinal mineral oil to remove the last tiny color.

As long as it doesn't have particulates or dissolved water, it's probably fine.

The commercial insulating oil (Diala AX) typically has a preservative/anti-oxidant like BHT or alpha tocopherol added to prevent oxidation over time.
