Hi Brain, my limited understanding is this is done for 'maximum energy
transfer' between the solid core secondary and capacitor at line frequency.

Of course they should not be perfectly matched due to resonant rise etc.
But close enough for best efficiency.

The primary on the air coil  xformer is then tuned likewise but I believe
the the solid core matching is more important especially at low frequencies.
