[TCML] Re Chinese capacitors

Hi Phillip,

I don't anyone who has used these, so it's an unknown. They would need 
to be tested as Terry did with the 942C series. They also require a 
little field time as well. I would recommend buying a few and testing 
them first before going hog wild on a large quantity.
