Forgot to answer the last question.

If copper is not a big deal in the budget and it's easily obtainable, 
then we might as well use it. When either of those conditions change, so 
will the conductor material. In the past, copper hasn't been a big deal. 
As copper is now starting to raise it's price, Al primary's will 
probably become more widely used.
