Yes,   Vsec = V pri (peak value) x 70% x SQR (Lsec/Lpri)
This will be very close to reality.  It's important to accurately measure 
your spark gap setting to determine max voltage available to the cap.  It's 
not always Erms x 1.414 if the spark gap is set too close together.  See my 
chart on spark gap settings vs. voltage in the archives.

You can also operate it in single shot pulse mode and measure the spark 
length and use the chart I've posted in the archives.
