	Not valid at all.  Corona depends on the voltage GRADIENT [voltage/distance] and breakdown starts when that gradient exceeds around 25 kV/cm.  There is a threshold voltage but it's not in the kilovolt region.  Corona will lead to insulation failure eventually wherever it occurs.  In oil-immersed home made capacitors there is always some entrapped air and the corona leads to creation of ozone which attacks the insulation.
