Yes Shelton, 
It certainly does look like an Indian or African design, although it could  
be rural Mexican. Any idiot with enough money can buy equipment with which he  
can accomplish a task like build a welder or a Tesla Coil. It takes real  
brilliance and creativity to make something workable when you must start  with 
next to nothing.
