Actually, near all the energy will be consumed (once the gaps
conducting, it doesn't take much to keep it conducting). As far as
slowly? Maybe or maybe not. Obviously if it doesn't quench, it will
transfer back and forth and power is being consumed during this process.

The energy will dissipate somewhere. rf, corona, secondary, etc..
