Many early texts describe Tesla Coils having the primaries wound on the inside of the secondary.  Most of these were oil-filled to avoid spark-overs.  I used paraffin wax for insulation:

125 turn secondary coil, 25 turn primary coil - 5:1 ratio
Test:
5000V 120mA transformer; .004 mfd doorknob caps; 3-series 1/4" tungsten spark gap.Output was a hot 3" discharge, or intermittent 4" discharges.
