It's a protection spark gap to prevent overpotentials on the main cap bank.
Usually set slightly below the caps rated value in kV, thus protecting it.
Main spark gap should usually not exceed 250 mils (.250") with an nst power
source. I usually set mine around 240 mils total gap (adding up all the
small gaps).
