Hey Doug...

my first effort would be to find a new/other NST. Removing the tar is a 
long , messy, and tedious operation. but if you have no the option, the 
best procees found to date is to freeze the NST ( remove the case first) 
either chisel or ( last chioce) wackit with a hammer like object to 
break off the major portions of the tar ( and possible the outer 
windings of the secondary) THEN soak it in a solvent like diesel, 
mineral sprits ( very low flash point hydrocarbon) over several days to 
soften up the rest of the clingy stuff. Avoid gasoline.... too volitile 
and has a tendancy to remove the insulation on the wire...also stay away 
from the more agressive solvents like toluline, acetone, xylene,,, these 
will definately destroy the wires insulation....  once the majority of 
the tar has been removed, there is the "hot melt " process in which you 
fire up the BBQ pit and use INDIRECT heat to "melt" off the remaing tar 
( opening up the BBQ pit to find your NST aflame is not a happy 
moment).... be sure to put the NST in one of those cheap throw away 
aluminum pans when doing this... if you dont you will never get rid of 
the "stink" that seems to permeate the BBQ pit when the tar drips into 
the bottom of the pit. Dont even consider the oven unless you want to 
get divorced....

Tar soaked NSTs were made to be perminately sealed ( and the Epoxy 
filled ARE PERMINATE ( Transco for example), unless you like dangerous 
exotic solvents)
